%X <p>Device-to-device (D2D) communications can improve spectral efficiency, but it may generate interference onto the cellular networks at the same time. The improving proportional fairness (IPF) scheme is proposed to optimize resource allocation and power control between cellular and D2D connections which share the same resources. Simulation results show that the IPF scheme can significantly improve the fairness and throughput of the cellular system.</p>
